Harbor’s Edge also provides a full Wellness Program that includes health care professionals, exercise classes and personal fitness programs. And, as Hampton Roads’ premier, full-service Life Plan Retirement Community, our residents enjoy the peace of mind and security of true LifeCare, which guarantees access to the full continuum of care, including Assisted Living, Memory Support and Skilled Nursing. Equally as comforting are our refundable entrance fees and other options that maintain residents’ financial independence and protect their estate.
Harbor’s Edge is structured as a 501(c)(3) not-for-profit corporation and governed by a local, non-salaried board of directors. This financial structure ensures that all residents are provided the highest level of services. The LifeCare entrance fee entitles Harbor’s Edge residents to all the amenities and services mentioned above, and guarantees them predictable rates for higher levels of quality care, should their health change.
In 2000, Neil Volder of Volder Consulting Inc., unveiled his vision for a unique, resort-style waterfront retirement community adjacent to historic Fort Norfolk, the site of one of 19 harbor-front forts authorized by President George Washington in 1794. He then partnered with Greystone Communities Inc., a leader in creating tailored services for more than 300 retirement communities nationwide, to plan the development. In 2004, Neil, alongside eight of Norfolk’s top business leaders who also volunteered as the Board of Directors, set a record by selling all available residences in the proposed Harbor Tower in just nine weeks. Harbor’s Edge charter members moved into the Tower in August 2006. Harbor’s Edge is considered one of the preeminent retirement communities on the East Coast.
Harbor’s Edge Foundation
In the spirit of community and to help their fellow residents, Harbor’s Edge has created the Harbor’s Edge Foundation. The Foundation’s mission is to strengthen the programs and purposes of the community through multiple avenues. As a 501(c)(3) corporation, it has developed a SAFE HARBOR FUND to provide confidential financial assistance to qualified residents who, despite careful planning, find themselves in need of support.

Foundation board members may be nominated by the current board or by residents, and are appointed to three-year renewable terms by the Board of Fort Norfolk Retirement Community.
The Harbor’s Edge Foundation seeks to enhance the community in order to better the quality of life for all current and future residents of Harbor’s Edge. In addition to the Safe Harbor Fund, The Shulman Library Fund and the IN2L computer systems are some of the special programs that the Foundation supports.
